67. 특히 어려운 거시경제 상황과 맞물려 기후변화의 영향이 증가함에 따라 개도국 당사국의 필요와 국가결정기여를 이행하기 위한 노력에 제공되고 동원되는 지원 간의 격차가 커지고 있음을 강조하며, 이러한 필요는 현재 2030년 이전 기간 동안 5조8천억~5조9천억 달러로 추정된다는 점을 강조합니다.

Highlights the growing gap between the needs of developing country Parties, in particular those due to the increasing impacts of climate change compounded by difficult macroeconomic circumstances, and the support provided and mobilized for their efforts to implement their nationally determined contributions, highlighting that such needs are currently estimated at USD 5.8–5.9 trillion for the pre-2030 period;

 

68. 또한 개발도상국의 적응 금융adaptation finance 수요는 2030년까지 연간 2,215억~3,870억 달러로 추정되며, 2050년까지 넷제로를 달성하기 위해서는 2030년까지 연간 약 4조 3,000억 달러를 청정에너지에 투자해야 하고, 이후 2050년까지 연간 5조 달러로 증가해야 한다는 점도 강조합니다.

Also highlights that the adaptation finance needs of developing countries are estimated at USD 215–387 billion annually up until 2030, and that about USD 4.3 trillion per year needs to be invested in clean energy up until 2030, increasing thereafter to USD 5 trillion per year up until 2050, to be able to reach net zero emissions by 2050;

 

69. 특히 개발도상국이 정의롭고 공평한 방식으로 전환하는 과정에서 신규 및 추가 보조금 기반, 고도의 양허성 금융concessional finance, 비채무 수단non-debt instruments을 확대하는 것이 개발도상국을 지원하는 데 여전히 중요하다는 점에 주목하고, 충분한 재정 여력fiscal space을 확보하는 것과 기후 행동, 그리고 공통 프레임워크와 같은 기존 제도 및 메커니즘을 기반으로 저배출 및 기후 회복력 있는 개발climate-resilient development을 향한 경로로 나아가는 것 사이에 긍정적인 관계가 있음을 인지합니다.

Notes that scaling up new and additional grant-based, highly concessional finance, and non-debt instruments remains critical to supporting developing countries, particularly as they transition in a just and equitable manner, and recognizes that there is a positive connection between having sufficient fiscal space, and climate action and advancing on a pathway towards low emissions and climate-resilient development, building on existing institutions and mechanisms such as the Common Framework;

Also recognizes the role of the private sector and highlights the need to strengthen policy guidance, incentives, regulations and enabling conditions to reach the scale of investments required to achieve a global transition towards low greenhouse gas emissions and climate-resilient development and encourages Parties to continue enhancing their enabling environments;

 

71. 선진국 당사국은 협약에 따른 기존 의무에 따라 완화mitigation 및 적응adaptation과 관련하여 개발도상국 당사국을 지원하기 위해 재원financial resources을 제공해야하며 다른 당사국은 그러한 지원을 자발적으로 제공하거나 계속 제공할 것을 권장합니다.

71. Recalls that developed country Parties shall provide financial resources to assist developing country Parties with respect to both mitigation and adaptation in continuation of their existing obligations under the Convention and that other Parties are encouraged to provide or continue to provide such support voluntarily;

Also recalls that as part of a global effort developed country Parties should continue to take the lead in mobilizing climate finance from a wide variety of sources, instruments and channels, noting the significant role of public funds, through a variety of actions, including supporting country-driven strategies, and taking into account the needs and priorities of developing country Parties, and that such mobilization of climate finance should represent a progression beyond previous efforts;

 

73. 개발도상국 당사국에 대한 지원 강화가 그들의 행동에서 더 높은 야망을 가능하게 할 것이라는 점을 인식하고 파리협정 9-11조에 따라 파리협정 4조의 이행을 위해 개발도상국 당사국에 대한 지원이 제공되어야 함을 재차 강조합니다.

Reiterates that support shall be provided to developing country Parties for the implementation of Article 4 of the Paris Agreement, in accordance with Articles 9–11 of the Paris Agreement, recognizing that enhanced support for developing country Parties will allow for higher ambition in their actions;

Emphasizes the ongoing challenges faced by many developing country Parties in accessing climate finance and encourages further efforts, including by the operating entities of the Financial Mechanism, to simplify access to such finance, in particular for those developing country Parties that have significant capacity constraints, such as the least developed countries and small island developing States;

 

76. 기후금융 제공 및 동원에 있어 선진국들의 최근 진전을 환영하고, 2021년 선진국의 기후금융이 896억 달러로 증가하고 2022년 목표 달성 가능성이 높아진 것에 주목하며, 긍정적인 진전에 대한 추가 정보를 기대합니다.

Welcomes recent progress made by developed countries in the provision and mobilization of climate finance and notes the increase in climate finance from developed countries in 2021 to USD 89.6 billion and the likelihood of meeting the goal in 2022, and looks forward to further information on the positive progress;

 

77. 2025년까지 기후 적응 금융adaptation finance을 2019년 수준에서 최소 두 배로 늘리기 위한 선진국 당사국들의 노력에 주목합니다.

77. Notes the efforts of developed country Parties to make progress in at least doubling adaptation finance from 2019 levels by 2025;

 

78. 녹색기후기금의 2차 재원 보충 기간 동안 31개 공여국의 공약을 환영하며, 현재까지 128억 3,300만 달러의 명목 공약을 달성한 것을 환영하고, 2차 재원 보충을 위한 추가 공약과 기여를 장려하며, 이전 재원 보충에 비해 진전된 상황을 환영합니다.

Welcomes the pledges made by 31 contributors during the second replenishment of the Green Climate Fund, resulting in a nominal pledge of USD 12.833 billion to date, and encourages further pledges and contributions towards the second replenishment of the Fund, welcoming the progression over the previous replenishment;

Welcomes the pledges made to date for the operationalization of the funding arrangements, including the Fund, referred to in decisions -/CP.28 and -/CMA.5 amounting to USD 792 million, for the Adaptation Fund amounting to USD 187.74 million and the pledges to the Least Developed Countries Fund and the Special Climate Change Fund amounting to USD 179.06 million, and commends the efforts of the President of the Conference of the Parties at its twenty-eighth session in this regard;

Notes with deep regret that the goal of developed country Parties to mobilize jointly USD 100 billion per year by 2020 in the context of meaningful mitigation actions and transparency on implementation was not met in 2021, including owing to challenges in mobilizing finance from private sources, and welcomes the ongoing efforts of developed country Parties towards achieving the goal of mobilizing jointly USD 100 billion per year;

 

81. 적응 금융 격차가 확대되고 있으며, 특히 기후변화의 악영향에 특히 취약한 개발도상국 당사국의 악화되는 기후변화 영향에 대응하기에는 현재의 기후 금융, 기술 개발 및 이전, 적응 역량 강화 수준이 여전히 불충분하다는 점에 우려를 표명합니다.

Notes with concern that the adaptation finance gap is widening, and that current levels of climate finance, technology development and transfer, and capacity-building for adaptation remain insufficient to respond to worsening climate change impacts in developing country Parties, especially those that are particularly vulnerable to the adverse effects of climate change;

 

82. 기후 금융 구조에서 금융 메커니즘 및 적응 기금의 운영 주체의 중요성을 인식하고, 이번 회의에서 이루어진 기금에 대한 새로운 약속을 환영하며, 모든 기여자가 적시에 약속을 이행 할 것을 촉구하고, 수익금 분배를 포함하여 기금 자원의 지속 가능성 보장을 요청합니다.

82. Recognizes the importance of the operating entities of the Financial Mechanism and the Adaptation Fund in the climate finance architecture, welcomes the new pledges to the Fund made at this session, urges all contributors to fulfil their pledges in a timely manner and invites the contributors to ensure the sustainability of the resources of the Fund, including the share of proceeds;

 

83. 금융 메커니즘의 운영 주체가 현재 보충된 재원을 최대한 활용할 것을 강력히 촉구하고, 다자개발은행 및 기타 금융 기관이 기후 행동에 대한 투자를 더욱 확대할 것을 촉구하며, 보조금 및 기타 양허성 금융 형태를 포함하여 기후 금융의 규모와 효과, 접근성을 지속적으로 확대하고 간소화할 것을 촉구합니다.

83. Strongly urges the operating entities of the Financial Mechanism to make full use of their current replenishment, calls on multilateral development banks and other financial institutions to further scale up investments in climate action and calls for a continued increase in the scale, and effectiveness of, and simplified access to, climate finance, including in the form of grants and other highly concessional forms of finance;

 

84. 기후 금융에 대한 종합적인 회계 및 보고의 맥락에서 당사국 및 비당사국 이해관계자들이 사용하는 기후금융에 대한 정의의 다양성에 대한 결정문 CP. 28을 주목합니다.

84. Notes the diversity of definitions of climate finance in use by Parties and non-Party stakeholders in the context of aggregate accounting of and reporting on climate finance and takes note of decision -/CP.28;

 

85. 선진국 당사국들이 의미 있는 감축 조치와 이행의 투명성을 바탕으로 2025년까지 연간 1,000억 달러 목표를 시급히 달성할 것을 촉구하며, 공공기금의 중요한 역할에 주목하고, 선진국 당사국들이 목표 달성을 위한 노력의 조율을 더욱 강화할 것을 촉구합니다.

85. Urges developed country Parties to fully deliver, with urgency, on the USD 100 billion per year goal through to 2025, in the context of meaningful mitigation actions and transparency on implementation, noting the significant role of public funds, and calls on developed country Parties to further enhance the coordination of their efforts to deliver on the goal;

 

86. 적응을 위한 공공 및 보조금 기반 자원의 필요성을 고려하고 다른 재원의 잠재력을 탐색하면서, 개발도상국의 적응을 가속화하고 복원력을 구축하기 위한 긴급하고 진화하는 필요성을 지원하기 위해 결정문 CMA.3, 18항에 따라 적응 재원을 두 배 이상으로 크게 확대해야 함을 인식하며 2030년까지 개발도상국의 국가 적응 계획 이행의 진전을 위한 지원의 중요성을 재차 강조합니다.

86. Recognizes that adaptation finance will have to be significantly scaled up beyond the doubling as per decision 1/CMA.3, paragraph 18, to support the urgent and evolving need to accelerate adaptation and build resilience in developing countries, considering the need for public and grant-based resources for adaptation and exploring the potential of other sources, and reiterates the importance of support for progress in implementing developing countries’ national adaptation plans by 2030;

 

87. 결정문 CP.28 및 CMA.5에 언급된 기금을 포함한 기금 마련의 운영과 기금에 대한 7억 9200만 달러의 약속을 환영하고 이와 관련하여 제28차 당사국 총회 의장의 노력을 높이 평가합니다.

Welcomes the operationalization of the funding arrangements, including the Fund, referred to in decisions -/CP.28 and -/CMA.5, and the pledges of USD 792 million to the Fund and commends the efforts of the President of the Conference of the Parties at its twenty- eighth session in this regard;

88. Urges developed country Parties to continue to provide support and encourages other Parties to provide, or continue to provide support, on a voluntary basis, for activities to address loss and damage13 in line with decisions -/CP.28 and -/CMA.5;

89. Invites financial contributions with developed country Parties continuing to take the lead to provide financial resources for commencing the operationalization of the Fund referred to in decisions -/CP.28 and -/CMA.5;

 

90. 파리협정 제2조 달성을 위해 낮은 온실가스 배출과 기후 회복력 있는 개발을 향한 경로에 부합하는 재정 흐름의 중요성을 인식하고, 이 목표는 개발도상국의 감축 및 적응 목표를 달성하는 데 필수적인 파리협정 제9조를 보완하는 것이지 이를 대체할 수 없음을 확인합니다.

90. Recognizes the importance of making finance flows consistent with a pathway towards low greenhouse gas emissions and climate-resilient development for the achievement of Article 2 of the Paris Agreement and that this goal is complementary to, and no substitute for, Article 9 of the Paris Agreement, which remains essential for achieving mitigation and adaptation goals in developing countries;

Also recognizes the need for further understanding of Article 2, paragraph 1(c), of the Paris Agreement, including its complementarity with Article 9 of the Paris Agreement, and notes the limited progress towards making finance flows consistent with a pathway towards low greenhouse gas emissions and climate-resilient development;

Decides to continue and strengthen the Sharm el-Sheikh dialogue between Parties, relevant organizations and stakeholders to exchange views on and enhance understanding of the scope of Article 2, paragraph 1(c), of the Paris Agreement and its complementarity with Article 9 of the Paris Agreement referred to in decision 1/CMA.4 until 2025 and takes note of decision -/CMA.5;

 

93. 제6차 당사국총회에서 파리협정 당사국총회를 겸하는 당사국총회에서 고려할 기후금융에 관한 새로운 총량적 정량 목표collective quantified goal 설정을 위한 협상문 초안을 개발하기 위한 작업방식으로의 전환을 확인합니다.

Recognizes the transition to a mode of work to enable the development of a draft negotiating text for the setting of the new collective quantified goal on climate finance for consideration by the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement at its sixth session;

 

94. 또한, 기후 금융에 관한 새로운 총량적 정량 목표의 규모 및 요소와 관련된 심의는 특히 현재 국가결정기여 및 국가 적응 계획의 이행을 지원하고, 개도국 당사국의 변화하는 요구와 다양한 출처, 수단 및 채널로부터의 금융 동원 가능성을 고려하여 야망을 높이고 행동을 가속화할 긴급한 필요성을 고려할 수 있으며, 기후 금융에 관한 새로운 총량적 정량 목표collective quantified goal의 다양한 요소 간의 상호 연계성을 인식할 수 있음을 인지합니다.

94. Also recognizes that the deliberations related to the scale and elements of the new collective quantified goal on climate finance could take into consideration the urgent need to, inter alia, support implementation of current nationally determined contributions and national adaptation plans, increase ambition and accelerate action, taking into account the evolving needs of developing country Parties, and the potential for mobilizing finance from a wide variety of sources, instruments and channels, recognizing the interlinkages between the different elements of the new collective quantified goal on climate finance;

Underscores the importance of reforming the multilateral financial architecture, inter alia, multilateral development banks, acknowledges the updated vision statement by the World Bank to create a world free of poverty on a livable planet and by the multilateral development banks to strengthen collaboration for greater impact, and calls on their shareholders to expeditiously implement that vision and continue to significantly scale up the provision of climate finance in particular through grants and concessional instruments;

96. Emphasizes the role of governments, central banks, commercial banks, institutional investors and other financial actors with a view to improving the assessment and management of climate-related financial risks, ensuring or enhancing access to climate finance in all geographical regions and sectors, and accelerating the ongoing establishment of new and innovative sources of finance, including taxation, for implementing climate action and thus enabling the scaling down of harmful incentives;

97. Decides to establish the xx dialogue on implementing the global stocktake outcomes;

 

98. 또한, 위 97항에 언급된 대화가 파리협정 당사국총회를 겸하는 제6차 당사국 총회부터 운영되어 제10차 당사국 총회(2028년)에서 마무리될 것을 결정하고, 제6차 당사국 총회에서 파리협정 당사국 총회의 심의를 위해 제60차 당사국 총회(2024년 6월)에서 작업 프로그램의 양식을 개발하도록 이행부속기구Subsidiary Body for Implementation에 요청합니다.

98. Also decides that the dialogue referred to in paragraph 97 above will be operationalized starting from the sixth session of the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement and conclude at its tenth session (2028) and requests the Subsidiary Body for Implementation to develop the modalities for the work programme at its sixtieth session (June 2024) for consideration by the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement at its sixth session;

 

99. 글로벌 재고조사의 적응adaptation 관련 결과를 고려하여 적응 재정을 확대하고 선진국 당사국이 약속한 적응 지원의 동원을 보장하기 위한 긴급한 필요성에 대해 6차 회의에서 제10차 고위급 장관급 대화를 소집하기로 결정합니다.

Decides to convene a xx high-level ministerial dialogue at its sixth session on the urgent need to scale up adaptation finance, taking into account the adaptation-related outcomes of the global stocktake, and to ensure the mobilization by developed country Parties of the adaptation support pledged;

 

100. 선진국 당사국들이 파리협정 제9조 4항을 상기하면서, 확장된 금융 제공에 있어 완화와 적응 간의 균형을 달성하는 맥락에서 2025년까지 개도국 당사국에 대한 적응을 위한 기후금융의 총량적 제공을 2019년 수준에서 두 배로 늘리는 것에 관한 보고서를 준비하여 제6차 당사국총회에서 파리협정 당사국총회를 겸하는 당사국총회가 고려할 것을 촉구합니다.

Urges developed country Parties to prepare a report on the doubling of the collective provision of climate finance for adaptation to developing country Parties from 2019 levels by 2025, in the context of achieving a balance between mitigation and adaptation in the provision of scaled-up financial resources, recalling Article 9, paragraph 4, of the Paris Agreement,19 for consideration by the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement at its sixth session;

101. Underlines the fundamental role of technology development and transfer, endogenous technologies and innovation in facilitating urgent adaptation and mitigation action aligned with achieving the goals of the Paris Agreement and sustainable development;

 

102. 기술 집행위원회Technology Executive Committee와 기후기술센터Climate Technology Centre 및 네트워크로 구성된 기술 메커니즘이 정책 권고, 지식 공유, 역량 강화 및 기술 지원을 통해 기술 개발 및 이전을 지원하는 2023-2027년 첫 번째 공동 작업 프로그램을 포함하여 진전을 이룬 것을 환영합니다.

Welcomes the progress of the Technology Mechanism, which is comprised of the Technology Executive Committee and the Climate Technology Centre and Network, including through its first joint work programme, for 2023–2027, in supporting technology development and transfer through policy recommendations, knowledge-sharing, capacity- building and technical assistance;

Highlights the persistent gaps and challenges in technology development and transfer and the uneven pace of adoption of climate technologies around the world and urges Parties to address these barriers and strengthen cooperative action, including with non-Party stakeholders, particularly with the private sector, to rapidly scale up the deployment of existing technologies, the fostering of innovation and the development and transfer of new technologies;

Encourages the Technology Executive Committee, the Climate Technology Centre and Network and the operating entities of the Financial Mechanism to enhance the involvement of stakeholders as they take action to strengthen the linkages between the Technology Mechanism and the Financial Mechanism;

Emphasizes the importance of ensuring the availability of and access to enhanced financial and capacity-building support for developing countries, in particular the least developed countries and small island developing States, for implementing and scaling up prioritized technology measures, including those identified in technology needs assessments, technology action plans and long-term low greenhouse gas emission development strategies that align with national circumstances;

 

107. 기후변화에 관한 정부 간 협의체의 조사 결과에 따라 기후변화에 대한 내생적 역량endogenous capacities과 기술을 강화하고 국가 혁신 시스템을 육성하기 위해 연구, 개발, 실증, 그리고 감축이 어려운 분야를 포함한 혁신에 대한 포괄적인 국제 협력을 장려합니다.

107. Encourages inclusive international cooperation on research, development and demonstration as well as innovation, including in hard-to-abate sectors, with a view to strengthening endogenous capacities and technologies and fostering national systems of innovation in line with the findings of the Intergovernmental Panel on Climate Change;

108. Recognizes that achieving the long-term goals of the Paris Agreement requires the rapid and scaled-up deployment and adoption of existing clean technologies and accelerated innovation, digital transformation and development, demonstration and dissemination of new

and emerging technologies, as well as increased access to those technologies, supported by appropriate enabling frameworks and international cooperation;

Notes the Technology Mechanism initiative on artificial intelligence for climate action, the aim of which is to explore the role of artificial intelligence as a technological tool for advancing and scaling up transformative climate solutions for adaptation and mitigation action in developing countries, with a focus on the least developed countries and small island developing States, while also addressing the challenges and risks posed by artificial intelligence, as referred to in decision -/CMA.5;

 

110. 개발도상국이 파악한 기술 우선 순위의 이행에 대한 지원을 강화하고 기술 메커니즘Technology Mechanism의 첫 번째 정기 평가에서 확인된 과제를 해결하기 위해 특히 금융 메커니즘Financial Mechanism의 운영 주체가 지원하는 기술 구현 프로그램을 수립하기로 결정합니다, 그리고 제 61차 회의(2024년 11월)에서 이행 보조기구Subsidiary Body for Implementation가 기술이전에 관한 포즈난 전략 프로그램Poznan strategic programme on technology transfer을 고려할 때 기술 이행 프로그램을 고려하도록 초청하고, 제6차 회의에서 파리협정 당사국 총회를 겸하는 당사국 총회가 고려하고 채택할 이 문제에 대한 결정 초안을 권고할 것을 요청합니다.

110. Decides to establish a technology implementation programme, supported by, inter alia, the operating entities of the Financial Mechanism, to strengthen support for the implementation of technology priorities identified by developing countries, and to address the challenges identified in the first periodic assessment of the Technology Mechanism, and invites the Subsidiary Body for Implementation at its sixty-first session (November 2024) to take into account the technology implementation programme in its consideration of the Poznan strategic programme on technology transfer, with a view to recommending a draft decision on the matter for consideration and adoption by the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement at its sixth session;

Underlines the fundamental role of capacity building in taking urgent climate action aligned with the goals of the Paris Agreement and appreciates the contributions made in this regard under institutional arrangements under the Paris Agreement, such as the Paris Committee on Capacity-building;

Welcomes the progress made in capacity-building at individual, institutional, and systemic levels since the adoption of the Paris Agreement, including through the work under the Paris Committee on Capacity-building, the Capacity-building Initiative for Transparency and the Action for Climate Empowerment agenda;

114. Acknowledges that developing country Parties continue to have persistent gaps in capacity and urgent needs for effectively implementing the Paris Agreement, including related to skills development, institutional capacity for governance and coordination, technical assessment and modelling, strategic policy development and implementation and capacity retention and recognizes the urgent need to address these gaps and needs that are constraining effective implementation of the Paris Agreement;

115. Encourages enhanced coherence and cooperation in the provision of effective capacity-building support, including, but not limited to, by facilitating collaboration platforms and capitalizing on the exchange of knowledge, country-led shared experiences and best practices;

 

116. 파리협정에 따른 정부 간 프로세스에 효과적으로 참여할 수 있도록 원주민과 지역사회의 역량을 강화하는 데 있어 지역공동체 및 원주민 플랫폼의 중요성을 인식하고, 당사국이 기후 정책과 행동에 원주민과 지역공동체를 의미 있게 참여시킬 것을 촉구합니다.

116. Recognizes the role of the Local Communities and Indigenous Peoples Platform in strengthening the capacity of Indigenous Peoples and local communities to effectively engage in the intergovernmental process under the Paris Agreement and calls on Parties to meaningfully engage Indigenous Peoples and local communities in their climate policies and action;

 

117. 파리 역량강화위원회가 당사국, 기타 구성된 기구 및 프로그램, 관련 이해관계자들과 협력하여 개발도상국이 국가결정기여를 준비하고 이행할 수 있는 역량을 강화하기 위한 현재 활동을 파악할 것과 사무국이 워크숍 등을 통해 국가결정기여의 준비 및 이행을 위한 지식과 모범사례의 공유를 촉진할 것을 요청합니다.

117. Requests the Paris Committee on Capacity-building to identify, in coordination with Parties, other constituted bodies and programmes and relevant stakeholders, current activities for enhancing the capacity of developing countries to prepare and implement nationally determined contributions, and also requests the secretariat to facilitate the sharing of knowledge and good practices for the preparation and implementation of nationally determined contributions, including through workshops;

 

118. 개발도상국 당사국이 역량 강화 지원 필요성을 확인하고, 결정 18/CMA.1에 언급된 정보의 일부로 격년 투명성 보고서에 해당 내용을 적절히 보고하도록 장려합니다.

118. Encourages developing country Parties to identify their capacity-building support needs and to report thereon, as appropriate, in their biennial transparency reports as part of the information referred to in decision 18/CMA.1;

 

119. 또한 파리 역량강화위원회가 향후 연례 중점 분야를 결정할 때 기후 적응adaptation, 파리협정 제6조 및 파리협정에 따른 투명성 강화 프레임워크와 관련된 활동을 포함한 새로운 활동을 고려할 것을 권장합니다.

119. Also encourages the Paris Committee on Capacity-building to consider new activities, including those related to adaptation, Article 6 of the Paris Agreement and the enhanced transparency framework under the Paris Agreement in deciding on its future annual focus areas;

 

120. 금융 메커니즘Financial Mechanism 및 적응 기금Adaptation Fund의 운영 주체가 개발도상국의 역량 강화를 위한 지원을 더욱 강화하고 파리협정 당사국 총회를 겸하는 당사국 총회에 연례 보고서에 관련 업데이트를 제공할 것을 요청하고, 당사국들이 국제 협력을 포함하여 역량 강화를 위한 지원을 더욱 강화할 것을 장려합니다.

120. Requests the operating entities of the Financial Mechanism and the Adaptation Fund to further enhance support for capacity-building in developing countries and to provide updates thereon in their annual reports to the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement and encourages Parties to further enhance support for capacity-building, including through international cooperation;
