Further recalling, as provided in Article 14, paragraph 1, of the Paris Agreement, that the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement shall periodically take stock of the implementation of the Paris Agreement to assess the collective progress towards achieving the purpose of the Agreement and its long-term goals, and that it shall do so in a comprehensive and facilitative manner, considering mitigation, adaptation and the means of implementation and support, and in the light of equity and the best available science,

15. Notes with alarm and serious concern the following findings of the Sixth Assessment Report of the Intergovernmental Panel on Climate Change:
(a) 주로 온실가스 배출을 통한 인간 활동으로 인해 지구 온도가 약 1.1°C 상승했다는 명백한 사실.
(a) That human activities, principally through emissions of greenhouse gases, have unequivocally caused global warming of about 1.1 °C;
(b) 인간이 초래한 기후 변화의 영향은 이미 전 세계 모든 지역에서 감지되고 있으며, 기후 변화에 가장 적게 기여한 사람들이 그 영향에 가장 취약하며, 온난화가 증가할수록 손실과 피해는 더욱 커질 것이라는 점.
(b) That human-caused climate change impacts are already being felt in every region across the globe, with those who have contributed the least to climate change being most vulnerable to the impacts, and, together with losses and damages, will increase with every increment of warming;

(c) That most observed adaptation responses are fragmented, incremental, sector-specific and unequally distributed across regions, and that, despite the progress made, significant adaptation gaps still exist across sectors and regions and will continue to grow under current levels of implementation;

16. Notes the following findings of the Sixth Assessment Report of the Intergovernmental Panel on Climate Change:

(a) That mitigation efforts embedded within the wider development context can increase the pace, depth and breadth of emissions reductions, as well as that policies that shift development pathways towards sustainability can broaden the portfolio of available mitigation responses and enable the pursuit of synergies with development objectives;
(b) 적응 및 완화 자금financing이 모두 크게manyfold 증가해야 하며, 글로벌 투자 격차global investment gap를 줄이기 위한 충분한 글로벌 자본이 있지만 자본을 기후 행동으로 전환하는 데는 장벽이 있으며, 정부는 공공 자금과 투자자에 대한 명확한 신호를 통해 이러한 장벽을 줄이는 데 핵심적이며 투자자, 중앙 은행 및 금융 규제 기관도 역할을 할 수 있다는 점.
(b) That both adaptation and mitigation financing would need to increase manyfold, and that there is sufficient global capital to close the global investment gap but there are barriers to redirecting capital to climate action, and that Governments through public funding and clear signals to investors are key in reducing these barriers and investors, central banks and financial regulators can also play their part;
(c) 이 중요한 10년 동안 1.5°C를 달성하기 위해 필요한 기술 및 지원 협력을 통해 모든 부문에서 실현 가능하고 효과적이며 저비용의 완화 옵션 mitigation options을 이미 이용할 수 있다는 것.
(c) That feasible, effective and low-cost mitigation options are already available in all sectors to keep 1.5 °C within reach in this critical decade with the necessary cooperation on technologies and support;
17. 선진국 당사국들의 감축 의지와 이행에 있어 2020년 이전의 격차를 우려하며, 앞서 기후변화에 관한 정부 간 협의체에서 선진국들이 2020년까지 1990년 수준보다 25~40% 배출량을 줄여야 한다고 밝혔으나 달성하지 못했음을 주목합니다.
17. Notes with concern the pre-2020 gaps in both mitigation ambition and implementation by developed country Parties and that the Intergovernmental Panel on Climate Change had earlier indicated that developed countries must reduce emissions by 25–40 per cent below 1990 levels by 2020, which was not achieved;
II. 형평성과 가용한 최선의 과학에 비추어 파리협정 제2조 제1항 제1호 (a-c)를 포함하여 파리협정의 목적과 장기 목표를 달성하기 위한 공동의 진전, 그리고 국가적으로 결정된 방식으로 행동과 지원을 업데이트하고 강화하는 데 있어 당사국에게 정보 제공.
II. Collective progress towards achieving the purpose and long-term goals of the Paris Agreement, including under Article 2, paragraph 1(a–c), in the light of equity and the best available science, and informing Parties in updating and enhancing, in a nationally determined manner, action and support
A. 완화 Mitigation
18. 파리협정 채택 전 일부 전망에 따르면 지구 온도 상승이 4°C로 예상되었으나, 최근 국가별로 결정된 기여를 완전히 이행함에 따라 2.1~2.8°C 범위로 상승하는 등 파리협정 온도 목표를 향한 상당한 공동의 진전이 있었음을 인정합니다.
18. Acknowledges that significant collective progress towards the Paris Agreement temperature goal has been made, from an expected global temperature increase of 4 °C according to some projections prior to the adoption of the Agreement to an increase in the range of 2.1–2.8 °C with the full implementation of the latest nationally determined contributions;
19. 모든 당사국이 파리협정 온도 목표 달성을 향한 진전을 보여주는 국가별 기여를 전달하고, 그 대부분이 명확성, 투명성 및 이해를 촉진하는 데 필요한 정보를 제공한 것에 대해 감사를 표합니다.
19. Expresses appreciation that all Parties have communicated nationally determined contributions that demonstrate progress towards achieving the Paris Agreement temperature goal, most of which provided the information necessary to facilitate their clarity, transparency and understanding;
20. 장기적인 온실가스 저배출 low greenhouse gas emission 개발 전략을 발표한 68개 당사국을 평가하고, 국내총생산 대비 세계 경제의 87%가 기후 중립, 탄소 중립carbon neutrality, 온실가스 중립 또는 배출 넷제로 목표의 적용을 받고 있으며, 이러한 전략의 완전한 이행을 고려할 때 2°C 미만의 온도 상승을 달성할 수 있는 가능성을 제공한다고 밝힙니다.
20. Commends the 68 Parties that have communicated long-term low greenhouse gas emission development strategies and notes that 87 per cent of the global economy in terms of share of gross domestic product is covered by targets for climate neutrality, carbon neutrality, greenhouse gas neutrality or net zero emissions, which provides the possibility of achieving a temperature increase below 2 °C when taking into account the full implementation of those strategies;

Notes with concern the findings in the latest version of the synthesis report on nationally determined contributions that implementation of current nationally determined contributions would reduce emissions on average by 2 per cent compared with the 2019 level by 2030 and that significantly greater emission reductions are required to align with global greenhouse gas emission trajectories in line with the temperature goal of the Paris Agreement and recognizes the urgent need to address this gap;

22. Notes the findings in the synthesis report on nationally determined contributions that greenhouse gas emission levels in 2030 are projected to be 5.3 per cent lower than in 2019 if all nationally determined contributions, including all conditional elements, are fully implemented and that enhanced financial resources, technology transfer and technical cooperation, and capacity-building support are needed to achieve this;
23. 2020년 말까지 시행되는 정책이 국가별로 결정된 기여방안에 의해 암시된 것보다 더 높은 전 세계 온실가스 배출량을 초래할 것으로 예상되어 이행 격차implementation gap 발생한다는 기후변화에 관한 정부 간 협의체 제6차 평가보고서의 결과에 우려를 표하며, 이러한 격차를 시급히 해결하기 위한 조치를 취할 것을 결의합니다.
23. Notes with concern the findings of the Sixth Assessment Report of the Intergovernmental Panel on Climate Change that policies implemented by the end of 2020 are projected to result in higher global greenhouse gas emissions than those implied by the nationally determined contributions, indicating an implementation gap, and resolves to take action to urgently address this gap;
24. 진전에도 불구하고 전 세계 온실가스 배출 궤적이 아직 파리협정의 온도 목표에 미치지 못하고 있으며, 이를 달성하기 위해 야망을 높이고 기존 약속을 이행할 수 있는 기간이 급속히 좁아지고 있다는 점에 대해 심각한 우려를 표명합니다.
24. Notes with significant concern that, despite progress, global greenhouse gas emissions trajectories are not yet in line with the temperature goal of the Paris Agreement, and that there is a rapidly narrowing window for raising ambition and implementing existing commitments in order to achieve it;

25. Expresses concern that the carbon budget consistent with achieving the Paris Agreement temperature goal is now small and being rapidly depleted and acknowledges that historical cumulative net carbon dioxide emissions already account for about four fifths of the total carbon budget for a 50 per cent probability of limiting global warming to 1.5 °C;

Recognizes the finding in the Synthesis Report of the Sixth Assessment Report of the Intergovernmental Panel on Climate Change, based on global modelled pathways and assumptions, that global greenhouse gas emissions are projected to peak between 2020 and at the latest before 2025 in global modelled pathways that limit warming to 1.5 °C with no or limited overshoot and in those that limit warming to 2 °C and assume immediate action, and notes that this does not imply peaking in all countries within this time frame, and that time frames for peaking may be shaped by sustainable development, poverty eradication needs and equity and be in line with different national circumstances, and recognizes that technology development and transfer on voluntary and mutually agreed terms, as well as capacity-building and financing, can support countries in this regard;

Further recognizes the need for deep, rapid and sustained reductions in greenhouse gas emissions in line with 1.5 °C pathways and calls on Parties to contribute to the following global efforts, in a nationally determined manner, taking into account the Paris Agreement and their different national circumstances, pathways and approaches:

(f) Accelerating and substantially reducing non-carbon-dioxide emissions globally, including in particular methane emissions by 2030;

Further emphasizes the importance of conserving, protecting and restoring nature and ecosystems towards achieving the Paris Agreement temperature goal, including through enhanced efforts towards halting and reversing deforestation and forest degradation by 2030, and other terrestrial and marine ecosystems acting as sinks and reservoirs of greenhouse gases and by conserving biodiversity, while ensuring social and environmental safeguards, in line with the Kunming-Montreal Global Biodiversity Framework;

Notes the need for enhanced support and investment, including through financial resources, technology transfer and capacity-building, for efforts towards halting and reversing deforestation and forest degradation by 2030 in the context of sustainable development and poverty eradication, in accordance with Article 5 of the Paris Agreement, including through results-based payments for policy approaches and positive incentives for activities relating to reducing emissions from deforestation and forest degradation, and the role of conservation, sustainable management of forests and enhancement of forest carbon stocks in developing countries; and alternative policy approaches, such as joint mitigation and adaptation approaches for the integral and sustainable management of forests, while reaffirming the importance of incentivizing, as appropriate, non-carbon benefits associated with such approaches;

Urges Parties that have not yet done so and invites all other Parties to communicate or revise, by the sixth session of the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (November 2024), their long-term low greenhouse gas emission development strategies referred to in Article 4, paragraph 19, of the Paris Agreement towards just transitions to net zero emissions by or around mid-century, taking into account different national circumstances;

Stresses the importance of global solidarity in undertaking adaptation efforts, including long-term transformational and incremental adaptation, towards reducing vulnerability and enhancing adaptive capacity and resilience, as well as the collective well-being of all people, the protection of livelihoods and economies, and the preservation and regeneration of nature, for current and future generations, in the context of the temperature goal referred to in Article 2 of the Paris Agreement, and that such efforts should be inclusive in terms of adaptation approaches and taking into account the best available science and the worldviews and values of Indigenous Peoples, to support achievement of the global goal on adaptation;

(e) Increasing the resilience of infrastructure and human settlements to climate change impacts to ensure basic and continuous essential services for all, and minimizing climate-related impacts on infrastructure and human settlements;

64. Affirms that the framework for the global goal on adaptation includes the following targets in relation to the dimensions of the iterative adaptation cycle, recognizing the need to enhance adaptation action and support:

(a) Impact, vulnerability and risk assessment: by 2030 all Parties have conducted up-to-date assessments of climate hazards, climate change impacts and exposure to risks and vulnerabilities and have used the outcomes of these assessments to inform their formulation of national adaptation plans, policy instruments, and planning processes and/or strategies, and by 2027 all Parties have established multi-hazard early warning systems, climate information services for risk reduction and systematic observation to support improved climate-related data, information and services;

(d) Monitoring, evaluation and learning: by 2030 all Parties have designed, established and operationalized a system for monitoring, evaluation and learning for their national adaptation efforts and have built the required institutional capacity to fully implement the system;

Also affirms that efforts in relation to the targets referred to in paragraphs 63–64 above shall be made in a manner that is country-driven, voluntary and in accordance with national circumstances, take into account sustainable development and poverty eradication, and do not constitute a basis for comparison between Parties;

15. Notes with alarm and serious concern the following findings of the Sixth Assessment Report of the Intergovernmental Panel on Climate Change:

(b) That both adaptation and mitigation financing would need to increase manyfold, and that there is sufficient global capital to close the global investment gap but there are barriers to redirecting capital to climate action, and that Governments through public funding and clear signals to investors are key in reducing these barriers and investors, central banks and financial regulators can also play their part;

Collective progress towards achieving the purpose and long-term goals of the Paris Agreement, including under Article 2, paragraph 1(a–c), in the light of equity and the best available science, and informing Parties in updating and enhancing, in a nationally determined manner, action and support

Commends the 68 Parties that have communicated long-term low greenhouse gas emission development strategies and notes that 87 per cent of the global economy in terms of share of gross domestic product is covered by targets for climate neutrality, carbon neutrality, greenhouse gas neutrality or net zero emissions, which provides the possibility of achieving a temperature increase below 2 °C when taking into account the full implementation of those strategies;

Recognizes the finding in the Synthesis Report of the Sixth Assessment Report of the Intergovernmental Panel on Climate Change, based on global modelled pathways and assumptions, that global greenhouse gas emissions are projected to peak between 2020 and at the latest before 2025 in global modelled pathways that limit warming to 1.5 °C with no or limited overshoot and in those that limit warming to 2 °C and assume immediate action, and notes that this does not imply peaking in all countries within this time frame, and that time frames for peaking may be shaped by sustainable development, poverty eradication needs and equity and be in line with different national circumstances, and recognizes that technology development and transfer on voluntary and mutually agreed terms, as well as capacity-building and financing, can support countries in this regard;

Further recognizes the need for deep, rapid and sustained reductions in greenhouse gas emissions in line with 1.5 °C pathways and calls on Parties to contribute to the following global efforts, in a nationally determined manner, taking into account the Paris Agreement and their different national circumstances, pathways and approaches:
(a) 2030년까지 전 세계 재생에너지 용량을 3배로 늘리고, 전 세계 연평균 에너지 효율 개선율을 2배로 높일 것.
(a) Tripling renewable energy capacity globally and doubling the global average annual rate of energy efficiency improvements by 2030;

(c) Accelerating efforts globally towards net zero emission energy systems, utilizing zero- and low-carbon fuels well before or by around mid-century;
(d) 정의롭고 질서정연하며 공평한 방식으로 에너지 시스템에 있어 화석연료fossil fuels로부터의 전환Transitioning away을 추진하고, 과학적 근거에 따라 2050년까지 넷제로를 달성할 수 있도록 이 중요한 10년 동안 행동을 가속화합니다.
(d) Transitioning away from fossil fuels in energy systems, in a just, orderly and equitable manner, accelerating action in this critical decade, so as to achieve net zero by 2050 in keeping with the science;
(e) 재생에너지, 원자력, 탄소 포집 및 활용, 저장과 같은 저감 및 제거 기술, 특히 감축이 어려운 부문에서의 저탄소 수소 생산 등 무배출 및 저배출 기술zero- and low-emission technologies 가속화.
(e) Accelerating zero- and low-emission technologies, including, inter alia, renewables, nuclear, abatement and removal technologies such as carbon capture and utilization and storage, particularly in hard-to-abate sectors, and low-carbon hydrogen production;
(f) 2030년까지 메탄 배출을 포함한 전 세계 비이산화탄소 배출non-carbon-dioxide emissions을 가속화하고 실질적으로 감축.
(f) Accelerating and substantially reducing non-carbon-dioxide emissions globally, including in particular methane emissions by 2030;
(g) 인프라 개발과 무배출 및 저배출 차량의 신속한 배치 등 다양한 경로를 통해 도로 운송road transport에서 발생하는 배기가스 배출량 감축 가속화.
(g) Accelerating the reduction of emissions from road transport on a range of pathways, including through development of infrastructure and rapid deployment of zero- and low-emission vehicles;

Welcomes that over the past decade mitigation technologies have become increasingly available, and that the unit costs of several low-emission technologies have fallen continuously, notably wind power and solar power and storage, thanks to technological advancements, economies of scale, increased efficiency and streamlined manufacturing processes, while recognizing the need to increase the affordability and accessibility of such technologies;

Further emphasizes the importance of conserving, protecting and restoring nature and ecosystems towards achieving the Paris Agreement temperature goal, including through enhanced efforts towards halting and reversing deforestation and forest degradation by 2030, and other terrestrial and marine ecosystems acting as sinks and reservoirs of greenhouse gases and by conserving biodiversity, while ensuring social and environmental safeguards, in line with the Kunming-Montreal Global Biodiversity Framework;

Notes the need for enhanced support and investment, including through financial resources, technology transfer and capacity-building, for efforts towards halting and reversing deforestation and forest degradation by 2030 in the context of sustainable development and poverty eradication, in accordance with Article 5 of the Paris Agreement, including through results-based payments for policy approaches and positive incentives for activities relating to reducing emissions from deforestation and forest degradation, and the role of conservation, sustainable management of forests and enhancement of forest carbon stocks in developing countries; and alternative policy approaches, such as joint mitigation and adaptation approaches for the integral and sustainable management of forests, while reaffirming the importance of incentivizing, as appropriate, non-carbon benefits associated with such approaches;

Recalls Article 3 and Article 4, paragraphs 3, 4, 5 and 11, of the Paris Agreement and requests Parties that have not yet done so to revisit and strengthen the 2030 targets in their nationally determined contributions as necessary to align with the Paris Agreement temperature goal by the end of 2024, taking into account different national circumstances;

Urges Parties that have not yet done so and invites all other Parties to communicate or revise, by the sixth session of the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (November 2024), their long-term low greenhouse gas emission development strategies referred to in Article 4, paragraph 19, of the Paris Agreement towards just transitions to net zero emissions by or around mid-century, taking into account different national circumstances;

47. 적응위원회Adaptation Committee, 최빈개도국 전문가 그룹Least Developed Countries Expert Group , 기후변화의 영향, 취약성 및 적응에 관한 나이로비 실무 프로그램Nairobi work programme 등 관련 UNFCCC 구성 기구 및 제도적 장치가 위 45 항에 언급된 노력에 기여한 점을 높이 평가합니다.

Notes with appreciation the contribution of relevant UNFCCC constituted bodies and institutional arrangements, including the Adaptation Committee, the Least Developed Countries Expert Group and the Nairobi work programme on impacts, vulnerability and adaptation to climate change, to the efforts referred to in paragraph 45 above;

Acknowledges that establishing and improving national inventories of climate impacts over time and building accessible, user-driven climate services systems, including early warning systems, can strengthen the implementation of adaptation actions, and recognizes that one third of the world does not have access to early warning and climate information services, as well as the need to enhance coordination of activities by the systematic observation community;

Emphasizes that the magnitude and rate of climate change and associated risks depend strongly on near-term mitigation and adaptation actions, that long-term planning for and accelerated implementation of adaptation, particularly in this decade, are critical to closing adaptation gaps and create many opportunities, and that accelerated financial support for developing countries from developed countries and other sources is a critical enabler;

Encourages the implementation of integrated, multi-sectoral solutions, such as land-use management, sustainable agriculture, resilient food systems, nature-based solutions and ecosystem-based approaches, and protecting, conserving and restoring nature and ecosystems, including forests, mountains and other terrestrial and marine and coastal ecosystems, which may offer economic, social and environmental benefits such as improved resilience and well-being, and that adaptation can contribute to mitigating impacts and losses, as part of a country-driven gender-responsive and participatory approach, building on the best available science as well as Indigenous Peoples’ knowledge and local knowledge systems;

57. 파리협정 제7조 10-11항에 규정된 바와 같이, 각 당사국은 적절하게 적응 커뮤니케이션adaptation communication을 제출하고 업데이트해야 하며, 적응 커뮤니케이션은 국가적응계획을 포함한 다른 커뮤니케이션 또는 문서의 구성요소로서 또는 이와 연계하여 주기적으로 제출하고 업데이트해야 함을 재확인합니다. 파리협정 제4조 제2항에 언급된 국가결정기여 및/또는 국가 커뮤니케이션, 그리고 당사국은 적절한 경우 파리협정 제13조 제8항에 규정된 영향 및 적응에 관한 보고서의 구성요소로서 또는 이와 연계하여 적응 커뮤니케이션을 제출하고 업데이트할 수 있습니다.
57. Recalls that, as provided in Article 7, paragraphs 10–11, of the Paris Agreement, each Party should, as appropriate, submit and update an adaptation communication, and that the adaptation communication shall be, as appropriate, submitted and updated periodically, as a component of or in conjunction with other communications or documents, including a national adaptation plan, a nationally determined contribution as referred to in Article 4, paragraph 2, of the Paris Agreement and/or a national communication, and that Parties may, as appropriate, also submit and update their adaptation communication as a component of or in conjunction with the reports on impacts and adaptation as stipulated in Article 13, paragraph 8, of the Paris Agreement;

60. Requests the secretariat to prepare a regular synthesis report on adaptation information provided by Parties in their biennial transparency reports, adaptation communications and nationally determined contributions;

61. Stresses the importance of global solidarity in undertaking adaptation efforts, including long-term transformational and incremental adaptation, towards reducing vulnerability and enhancing adaptive capacity and resilience, as well as the collective well-being of all people, the protection of livelihoods and economies, and the preservation and regeneration of nature, for current and future generations, in the context of the temperature goal referred to in Article 2 of the Paris Agreement, and that such efforts should be inclusive in terms of adaptation approaches and taking into account the best available science and the worldviews and values of Indigenous Peoples, to support achievement of the global goal on adaptation;
62. 결정문/CMA.5에 언급 된 적응에 관한 글로벌 목표의 틀을 고려하여 파리 협정 2 조 1 항 (b)의 목표와 적응에 관한 글로벌 목표를 달성하는 데 필요한 사항에 따라 당사국의 적응 노력을 강화할 것을 촉구합니다.
62. Calls on Parties to enhance their adaptation efforts in line with what is needed to achieve the goal in Article 2, paragraph 1(b), of the Paris Agreement and the global goal on adaptation, taking into account the framework for the global goal on adaptation referred to in decision -/CMA.5;
63. 2030년까지, 그리고 점진적으로 그 이후에도 다음 목표를 달성하기 위해 다른 글로벌 프레임워크와 연계하여 지역부터 전 세계에 이르기까지 모든 수준과 규모에서 신속한 행동을 가속화하기 위해 당사국을 촉구하고 비당사국 이해관계자들에게 결정문/CMA.5에 따라 야망을 높이고 적응 조치와 지원을 강화할 것을 요청합니다.
63. Urges Parties and invites non-Party stakeholders to increase ambition and enhance adaptation action and support, in line with decision-/CMA.5, in order to accelerate swift action at scale and at all levels, from local to global, in alignment with other global frameworks, towards the achievement of, inter alia, the following targets by 2030, and progressively beyond:
(a) 기후로 인한 물 부족을 크게 줄이고 기후 회복력 있는 물 공급, 기후 회복력 있는 위생, 모두를 위한 안전하고 저렴한 식수에 대한 접근을 위해 물 관련 위험에 대한 기후 회복력 강화.
(a) Significantly reducing climate-induced water scarcity and enhancing climate resilience to water-related hazards towards a climate-resilient water supply, climate-resilient sanitation and access to safe and affordable potable water for all;

(b) Attaining climate-resilient food and agricultural production and supply and distribution of food, as well as increasing sustainable and regenerative production and equitable access to adequate food and nutrition for all;
(c) 기후 변화 관련 건강에 미치는 영향에 대한 회복력을 확보하고, 기후 회복력 있는 보건 서비스를 촉진하며, 특히 가장 취약한 지역사회에서 기후 관련 이환율과 사망률 대폭 감소.
(c) Attaining resilience against climate change related health impacts, promoting climate-resilient health services, and significantly reducing climate-related morbidity and mortality, particularly in the most vulnerable communities;
(d) 생태계와 생물다양성에 대한 기후 영향을 줄이고 육상, 내륙, 산악, 해양, 연안 생태계의 관리, 개선, 복원, 보전 및 보호를 포함하여 생태계 기반 적응 및 자연 기반 솔루션의 사용 가속화.
(d) Reducing climate impacts on ecosystems and biodiversity and accelerating the use of ecosystem-based adaptation and nature-based solutions, including through their management, enhancement, restoration and conservation and the protection of terrestrial, inland water, mountain, marine and coastal ecosystems;
(e) 기후 변화 영향에 대한 인프라와 인간 거주지의 복원력을 높여 모든 사람에게 기본적이고 지속적인 필수 서비스를 보장하고, 인프라와 인간 거주지에 대한 기후 관련 영향의 최소화.
(e) Increasing the resilience of infrastructure and human settlements to climate change impacts to ensure basic and continuous essential services for all, and minimizing climate-related impacts on infrastructure and human settlements;
(f) 특히 모두를 위한 적응적 사회 보호 조치의 사용을 촉진함으로써 기후 변화가 빈곤 퇴치 및 생계에 미치는 악영향 실질적 완화.
(f) Substantially reducing the adverse effects of climate change on poverty eradication and livelihoods, in particular by promoting the use of adaptive social protection measures for all;

64. 적응에 관한 글로벌 목표의 프레임워크에 반복적 적응 주기의 차원과 관련하여 다음과 같은 목표가 포함되어 있음을 확인하고, 적응 조치 및 지원을 강화할 필요성을 인지합니다.
64. Affirms that the framework for the global goal on adaptation includes the following targets in relation to the dimensions of the iterative adaptation cycle, recognizing the need to enhance adaptation action and support:
(a) 영향, 취약성 및 위험 평가: 2030년까지 모든 당사국은 기후위험, 기후변화 영향, 위험 및 취약성에 대한 노출에 대한 최신 평가를 수행하고, 이러한 평가 결과를 국가 적응 계획, 정책 수단, 계획 프로세스 및/또는 전략 수립에 활용하며, 2027년까지 모든 당사국은 기후 관련 데이터, 정보 및 서비스 개선을 지원하기 위해 다중위험 조기경보 시스템, 위험 감소를 위한 기후정보 서비스 및 체계적인 관측 시스템 구축.
(a) Impact, vulnerability and risk assessment: by 2030 all Parties have conducted up-to-date assessments of climate hazards, climate change impacts and exposure to risks and vulnerabilities and have used the outcomes of these assessments to inform their formulation of national adaptation plans, policy instruments, and planning processes and/or strategies, and by 2027 all Parties have established multi-hazard early warning systems, climate information services for risk reduction and systematic observation to support improved climate-related data, information and services;
(b) 계획: 2030년까지 모든 당사국은 생태계, 부문, 사람, 취약한 지역사회를 적절히 포괄하는 국가 주도의 성인지적이고 참여적이며 완전히 투명한 국가 적응 계획national adaptation plans, 정책 수단, 계획 프로세스 및/또는 전략을 마련하고, 모든 관련 전략과 계획에서 적응adaptation을 주요하게 반영할 것.
(b) Planning: by 2030 all Parties have in place country-driven, gender-responsive, participatory and fully transparent national adaptation plans, policy instruments, and planning processes and/or strategies, covering, as appropriate, ecosystems, sectors, people and vulnerable communities, and have mainstreamed adaptation in all relevant strategies and plans;
(c) 이행: 2030년까지 모든 당사국은 국가 적응 계획, 정책 및 전략을 이행하는 데 진전을 이루고, 그 결과 위 6(a)항에 언급된 평가에서 확인된 주요 기후 위험의 사회적-경제적 영향을 줄일 것.
(c) Implementation: by 2030 all Parties have progressed in implementing their national adaptation plans, policies and strategies and, as a result, have reduced the social and economic impacts of the key climate hazards identified in the assessments referred to in paragraph 6 (a) above;
(d) 모니터링, 평가 및 학습: 2030년까지 모든 당사국은 국가적 적응 노력을 위한 모니터링, 평가 및 학습 시스템을 설계, 구축 및 운영하고, 시스템을 완전히 이행하는 데 필요한 제도적 역량 확보.
(d) Monitoring, evaluation and learning: by 2030 all Parties have designed, established and operationalized a system for monitoring, evaluation and learning for their national adaptation efforts and have built the required institutional capacity to fully implement the system;
65. 또한 위 63-64항에 언급된 목표와 관련된 노력은 국가 주도로, 자발적으로, 국가 상황에 따라, 지속 가능한 개발과 빈곤 퇴치를 고려하는 방식으로 이루어져야 하며, 당사국 간 비교의 근거가 되지 않음을 천명합니다.
65. Also affirms that efforts in relation to the targets referred to in paragraphs 63–64 above shall be made in a manner that is country-driven, voluntary and in accordance with national circumstances, take into account sustainable development and poverty eradication, and do not constitute a basis for comparison between Parties;
